UTI Systems Inc. and IGCTI received the 5th Annual Golden Link Awards

“Electronic System for Public Acquisition” has won a 2005 AFCEA International Golden Link Award, at International Defence or Civilian Government category. The Committee, consisting of senior representatives from both government and industry, rated the project high in terms of providing a highly innovative solution to a specific Government requirement.

This special award program is designed to recognize excellence and innovation in the application of technology in government operations. This year the awards recognize government / industry partnerships in support of the TechNet International 2005 theme: “Network Centric Operations: Balancing Speed and Agility with Security.”

The Public Acquisition Electronic System (SEAP), developped for the Inspectorate General for Communications and Information Technology (IGCTI) by UTI Systems, in cooperation with TotalSoft, HP Romania and Microsoft Romania, represents an Information Technology infrastructure which enables Romanian public institutions to procure goods and services by electronic means.

With 20,000 users simultaneously connected via Internet, security was a major concern. A highly secure infrastructure was designed and built by UTI Systems, from communictions lines, business continuity, authentification, authorization, Role Based Access Control based on PKI, to access control systems and TEMPEST areas. The portal is able to support the development of new functionalities and modules.

The solution assures IT control requirements needed to adequately protect information: availability, authorization, authenticity, confidentiality, integrity, nonrepudiation and privacy. For such a demanding program it was not enough to integrate COTS products, but a great deal of research, analyses and product customization were also needed while keeping the interoperability and standards use. When the new e-Procurement system went live it had an impressive information security infrastructure and tools for operators and clients use:

  • PKI architecture: certSAFE Certification Authority offering, besides digital certificates management, the possibility of key recovery, time-stamping and online digital certificate status and validation modules. It was provided with dedicated hardware security devices (HSM) for key management and policies, practices and procedures tailored for e-Procurement needs
  • Authentication and authorization system: gateSAFE, a versatile and feature rich identity management product for user log-in on e-Procurement portal, covering the following functionalities: PKI enabling legacy applications, secure connection over insecure lines (Internet/Intranet), SSO, SSL Acceleration, OSI level 7 load balancing, accounting and virtual WEB server, web services security, identity control
  • Mechanisms to offer the IT security controls for information protection on user side: shellSAFE desktop security suite; its components and functionalities are: clickSIGN – digital signature and file encryption application, diskSAFE – virtual disk encryption, sendSAFE – digital signature and e-mail encryption application and shredSAFE – file secure deletion from magnetic media
  • Bid encryption key splitting, sharing and recovery mechanisms to keep the confidentiality of transaction until the end of the bid: hostSAFE, a complex solution able to map on e-Procurement particular requirements
  • User training, documentation and security awareness programs

The Award was presented during TechNet International 2005, in the Opening Keynote address, on Tuesday, May 17, by RADM Thomas E. Zelibor, USN, Director of Global Operations, U.S. Strategic Command, to the representatives of the Inspectorate General for Communications and Information Technology and UTI Systems.
